January is a quiet month with nothing on the calendar. Winters on the Inland Sea side stay mild and low-snow, so Kagawa fits best as a short stop built around indoor plans — keep a fallback if any leg crosses water.

February is another blank month, and that is its use: light crowds, easy bookings, and room to treat Kagawa as a buffer day on a Shikoku route. Cold but dry and often clear — still, keep one indoor option in reserve.

Nothing is scheduled in March. It is the tail of the low season, warming into cherry-blossom territory in the later half — if blossoms drive the trip, aim for the end of the month rather than the start.
